Serafin Burgulla

I'm a rising junior at Georgetown University. With experience across Bolivia, Peru, Germany, and the United States, I have built organizations, managed financial operations, consulted on workforce development for displaced communities, and created scholarship pipelines for students from backgrounds like mine. I speak Quechua, Spanish, and English.

I study political economy because in Bolivia, 84.5% of the workforce operates in the informal economy. My mother never finished middle school. She has sold clothes from a sidewalk for over a decade. My grandfather served as a soldier in the Ñancahuazú war (where el 'Che' Guevara died) and came home to drive a mini bus for half a century. My other grandfather participated in the 1952 Bolivian revolution only to die in the countryside prematurely, forgotten by his government.

Because of them, I study institutions: how they are built, who they serve, and, most importantly, who they forget.

INTERNSHIP | KNOWLEDGE MANAGEMENT FOR CIVIL SOCIETY

RED UNITAS

A knowledge-management engagement with Red UNITAS, a coalition of 24 Bolivian civil society organizations, supporting its flagship program linking 50 years of historical memory with foresight toward 2050. Crafted technical recommendations for decision-makers grounded in event data and conference proceedings, summarized practical recommendations for indigenous leaders into an accessible community catalogue, and produced concise magazines synthesizing the content of the 50th anniversary conference. Each product was built around community protagonism and critical thinking rather than top-down aid.

PRESIDENT | EDUCATIONAL ACCESS, COMMUNITY, & FUNDRAISING

ASOCIACIÓN DE ESTUDIANTES BOLIVIANOS EN EL EXTRANJERO

A student-led initiative expanding access to top-tier college counseling for first-generation, low-income Bolivian students applying to U.S. universities. Directed a fundraising campaign that raised over $6,000 from private donors, and led operations and fundraising strategy that funded 5 full scholarships. Co-founded and grew an international network of 37 Bolivian students across 7 countries, hiring and structuring a 20-person team into four units: marketing, operations, HR, and technology.

PRO-BONO | REFUGEE INTEGRATION STRATEGY

THE GRAMEEN CREATIVE LAB

A consulting project focused on designing a scalable integration program for refugees across Germany, France, and Luxembourg. Developed a full strategic model including training pathways, economic projections, partnership structures, and a one-year implementation roadmap for corporate ESG stakeholders.
